The scientific community of the country needs to identify the drivers and repulsion forces of science and technology.
Considering that the contextual and social conditions in which the drivers of science, technology and innovation emerge are important, then its signs can be searched in the opinions and documents of elites and their writings. Also, what challenges, crises and issues have these documents highlighted?
In the end, which of these categories do the experts give more priority to?
In such a situation, drivers, obstacles and challenges are not considered to be a matter of creation and their traces can be found in expert conversations and policy documents.
The researcher's question is, what drivers, platform builders, capabilities do these policy documents represent for exploratory performance?
In this exploratory research, first, four key documents that contained important orientations and issues in the field of factors affecting the future of science, research and technology in Iran were examined and their important and related items were extracted.
In the continuation of the work, a questionnaire inspired by the literature and statements contained in these policy reports was prepared and was given to the number of higher education experts.
Then Friedman's test was performed to rank the priorities.
Then, the factors that had the highest ranks were identified and four scenarios were made for the future of higher education, science and technology.
The findings of this exploratory study, while identifying and valorization of drivers and repulsion forces , showed that the collaborative development scenario of science and technology has a higher weighted average.
In the second priority, there is a strengthening and stabilization scenario.
