چکیده

در دهه های اخیر، هر روز با دستاوردهای جدیدی در کاربردهای فناوری اطلاعات و ارتباطات در حوزه آموزش و پژوهش روبه رو هستیم. این دستاوردهای جدید انتظارات مخاطبان امر آموزش و پژوهش را از سطح خدماتی که ارائه می شود، تغییر داده است. امروزه، دانشجویان و استادان خواهان دسترسی آسان و سریع به منابع جدید علمی و تحقیقاتی، تعامل با یکدیگر به صورت غیرحضوری، استفاده از فناوری برای تدریس و تفهیم بهتر و به طور کلی، دسترسی به فناوری اطلاعات و ارتباطات و استفاده از آن به منظور اثربخشی بیشتر امر یاددهی و یادگیری هستند. برای تحقق این انتطارات باید دانشگاهها و مؤسسات آموزش عالی برای رسیدن به سطح مطلوب دسترسی به فناوری اطلاعات و ارتباطات و استفاده از آن خود را به طور مستمر ارزیابی و امکاناتشان را تجهیز کنند. در این تحقیق مدل ارزیابی آمادگی الکترونیکی دانشگاهها از طریق مطالعه ادبیات مدلهای ارزیابی آمادگی الکترونیکی و نظرسنجی از خبرگان فناوری اطلاعات و ارتباطات دانشگاهها و مؤسسات آموزش عالی ایران متناسب با شرایط اجتماعی و فناوری کشور طراحی شده است. این مدل دارای چهار بعد «مدیریت، استراتژیها و سیاستهای مبتنی بر فناوری اطلاعات و ارتباطات»، «دسترسی و زیرساخت فناوری اطلاعات و ارتباطات»، «نیروی انسانی» و «استفاده از فناوری اطلاعات و ارتباطات در دانشگاهها و مؤسسات آموزش عالی» و همچنین، شامل 25 شاخص است. مدل طراحی شده در دو دانشگاه علم و صنعت ایران و آزاد اسلامی قزوین از نوع به ترتیب دولتی و آزاد اجرا و میزان آمادگی الکترونیکی آنها اندازه گیری و ارزیابی شده است. مدل پیشنهادی ابزار مناسبی برای شناسایی نقاط قوت و ضعف دانشگاهها و مؤسسات آموزش عالی ایران در دسترسی به فناوری اطلاعات و ارتباطات و استفاده و از آن برای اثربخشی بیشتر و همچنین، تجزیه و تحلیل شکاف دیجیتالی بین آنهاست.

چکیده [English]

During recent decades, we increasingly encounter with new gains in ICT applications in the field of education and research. These developments have changed the expectations of those involved in education and research of the level of services which are provided. Nowadays, professors and students like to have an easy and instant access to new scientific and research sources and references, to interact with each other without a need for a face-to-face meeting, and to employ technology to teach and learn efficiently. To fulfil these expectations, universities and higher education institutes should continuously assess and well equip themselves to reach a desired level of access to and use of ICT. In this study, an e-readiness assessment model for universities is designed based on reviewing literature on e-readiness assessment models and opinions of ICT experts at universities and higher education institutes then it is modified to adapt to social and technological conditions of the country. This model consists of four dimensions including "management, strategies and policies based on ICT", " ICT access and infrastructures", "human resources", and "the use of ICT at universities and higher education institutes". Besides, it is composed of 25 indicators. The model was implemented at two universities, Iran University of Science and Technology (a state university) and Qazvin Islamic Azad University (a private one) then their e-readiness is measured and assessed. The proposed model is recognized as an appropriate tool for identifying the strengths and weaknesses of the universities and higher education institutes in their efficient access to and use of ICT and analyzing the digital divide among them.
