تدوین چارچوبی برای دیجیتالی‌سازی آموزش‌ عالی با تکیه بر مطالعه و تحلیل تطبیقی تجارب جهانی در بیش از ۴۰ کشور

چکیده
تحول ‌دیجیتال آموزش ‌عالی، به‌عنوان ضرورتی اجتناب‌ناپذیر ‌در مواجهه با چالش‌های عصر جدید، نیازمند سیاست‌ها و چارچوب‌های منسجم و جامع است. با وجود تلاش‌های گسترده، بیشتر پژوهش‌های موجود عمدتاً بر جنبه‌های فنی و آموزشی تمرکز داشته­ اند و رویکردی یکپارچه برای تحلیل نظام‌مند کلیه عوامل کلیدی تحول ‌دیجیتال ندارند. این امر موجب ایجاد شکاف در شناسایی جامع عوامل مؤثر بر شکل‌گیری و‌ پیشبرد تحول‌ دیجیتال شده است. هدف این پژوهش ارائه چارچوب نظری و سیاست‌محور برای دیجیتالی‌سازی آموزش‌ عالی از طریق تحلیل تطبیقی سیاست‌ها و تجارب ۴۰ کشور با سطوح متفاوت بلوغ ‌دیجیتال بود. شناسایی ابعاد کلی تحول دیجیتال از منظری جامع، که بر مبنای آن بتوان با تجمیع نظام‌مند داده‌ها و تحلیل کیفی پژوهش­ ها شواهد پراکنده را یکپارچه ساخت و به یک مدل راهبردی مبتنی بر شواهد دست یافت، ضروری است. در این مطالعه با رویکرد‌ کیفی و روش ‌فراترکیب، داده‌ها گردآوری و تحلیل و بر مبنای ‌آن شش بعد اصلی سیاستگذاری ‌شامل زیرساخت، آموزش و یادگیری دیجیتال، ارزیابی قابلیت‌ها، مشارکت ذینفعان، استراتژی‌های کلان و تغییر نگرش فرهنگی شناسایی شد. یافته‌های پژوهش یک راهنمای مبتنی بر شواهد برای تدوین راهبردهای عملی و بومی‌سازی‌شده به‌منظور تسریع تحول‌ دیجیتال در آموزش ‌عالی فراهم ساخت و نشان داد که ترکیب همزمان این ابعاد می‌تواند مبنایی مستحکم برای طراحی سیاست‌های ملی، نهادی و عملی به­منظور تسریع تحول‌ دیجیتال آموزش‌عالی باشد.

چکیده English

This study aims to provide a theoretical and policy-oriented framework for the digitalization of higher education through a comparative analysis of policies and experiences from 40 countries with varying levels of digital maturity. It highlights the pressing need to identify the overarching dimensions of digital transformation from a holistic perspective—one that integrates dispersed evidence through systematic data aggregation and qualitative synthesis to construct an evidence-based strategic model. Using a qualitative meta-synthesis approach, the study identifies six key dimensions of digital policy-making: infrastructure, digital teaching and learning, capability assessment, stakeholder engagement, macro-level strategies, and cultural mindset shift. The findings offer an evidence-informed guide for formulating actionable and context-specific strategies to accelerate digital transformation in higher education. Moreover, they demonstrate that the concurrent integration of these dimensions can serve as a robust foundation for designing effective national and institutional policies in this critical domain.
