بررسی نهادگرایانه امکانِ اجرای پارلمان دانشجویی

چکیده
این تحقیق کوشیده است تا با تأکید بر پیوند میان تشکل‌های دانشجویی و مشارکت اجتماعی چرایی لزوم و چگونگی تأسیس پارلمانِ دانشجویی را امکان‌سنجی کند. آسیب‌های فعلی تشکل‌های دانشجویی به‌عنوان مانع رشد و گسترش مشارکت اجتماعی در دانشگاه و به‌تبع آن در جامعه شده است. سؤال اساسی مقاله به این قرار است که آسیب‌های موجود تشکل‌های دانشجویی چیست و پارلمانِ دانشجویی با چه شاخص‌ها و ویژگی‌هایی قابلیت اجرایی شدن دارد؟ طبق نظریه و روش نهادگرایی، آسیب‌های تشکل‌های دانشجویی شاملِ نقص در ارائه الگوی مناسب برای تمرین مشارکت اجتماعی، ضعف در ارتباط برون تشکلی، عدم هم‌افزایی اطلاعات و ترجیحات، عدم نهادمندی در راستای مشارکت جمعی، اخلال در رسالت تشکل‌ها، نارسایی آیین‌نامه‌ها در ارتقای آگاهی جمعی و ناکارآمدی در مشارکت رویه‌مند و تأمین اهداف جمعی است. راه برون‌رفت از این وضعیت، ایجاد پارلمانِ دانشجویی در دانشگاه پیشنهاد شده است. تشکل‌های مختلف در آن گرد هم خواهند آمد و بستر مناسبی برای رشد و گسترش مشارکت اجتماعی در دانشگاه و به‌تبع آن در جامعه است. در پارلمانِ دانشجویی، دانشجویان با گرایش‌ها و خاستگاه متفاوت در کنار یکدیگر قرار می‌گیرند تا ارتباط و همبستگی در میان دانشجویان، و نیز بین دانشجویان و مسئولان دانشگاه ایجاد شود. پارلمانِ دانشجویی محفلی را فراهم می‌کند که در آن نمایندگان دانشجویی به کمیسیون‌های تخصصی تقسیم شده و پیرامون موضوعات مهم، پیشنهاد‌هایی را مطرح، بحث و تبادل‌نظر می‌کنند. بنابراین پارلمانِ دانشجویی می‌تواند نهادی مؤثر برای پیگیری منافع دانشجویی باشد.

چکیده English

This research has tried to verify the necessity and how to establish a student parliament by emphasizing the link between student organizations and social participation. The current damage of student organizations has hindered the growth and expansion of social participation in the university and consequently in the society. The basic question of the article is that what are the existing harms of student organizations and with what indicators and features can the student parliament be implemented? According to the theory and method of institutionalism, the harms of student organizations include failure to provide a suitable model for practicing social participation, weakness in extra-organizational communication, lack of synergism of information and preferences, lack of institutionalization in line with collective participation, disruption of the mission of organizations, inadequacy of regulations in promoting collective awareness. And it is inefficiency in systematic participation and providing collective goals. The way out of this situation is to create a student parliament in the university. Various organizations will gather in it and it is a suitable platform for the growth and expansion of social participation in the university and consequently in the society. In the student parliament, students with different orientations and origins come together to establish communication and solidarity among students, as well as between students and university officials. The student parliament provides a forum where student representatives are divided into specialized commissions and make proposals, discuss and exchange opinions on important issues. Therefore, the student parliament can be an effective institution for pursuing student interests.
