چکیده

هدف پژوهش حاضر تبیین دوره دکتری پژوهش­محور در چشم­انداز سناریوهای بین‌المللی­سازی علم و فناوری بود. این پژوهش با رویکرد کیفی از طریق مصاحبه نیمه ساختاریافته با 37 نفر از مطلعان کلیدی شامل دانشجویان و دانش­آموختگان در رشته­های علوم انسانی- اجتماعی و علوم و مهندسی، استاد راهنمای پروژه دکتری پژوهش­محور، مجریان و خبرگان وزارت علوم، تحقیقات و فناوری در حیطه سیاستگذاری و کارشناسی انجام شد. از آنجا که بیشترین جذب دوره دکتری پژوهش­محور در مؤسسات پژوهشی بوده است، نمونه مورد نظر از پژوهشگاههای وابسته به وزارت علوم، تحقیقات و فناوری انتخاب شدند. نتایج به­دست آمده نشان داد که انگیزه شکل­گیری دوره مبتنی بر نظریه حداکثرسازی سود، موجب شکل‌گیری نظام منفعت طلبی شده است که بدون در نظر گرفتن منافع ملی، بر اساس منافع افراد، گروهها، نهادها و احزاب سیاسی در جهت سیطره کمیت­گرایی آموزش­عالی شکل گرفته است. غلبه این انگیزه‌ها در نظام منفعت، به ضعف نظام آموزشی-پژوهشی و اختلال ادراکی دانشجویان منجر شده است. بر اساس سناریوهای پیش رو در چارچوب ماتریس سناریوهای علم و فناوری در کشور، وضعیت کنونی درونگرایی متمرکز است که در این پژوهش با توجه به بین‌المللی شدن دوره دکتری پژوهش­محور و ورود به شبکه باز جهانی پیشنهادهایی ارائه شد تا علاوه بر توسعه ظرفیتهای زیرساختی و افزایش توانمندی پژوهشی و یادگیری، کیفیت دوره­های دکتری پژوهش محور و محصولات آن نیز ارتقا یابد.

چکیده [English]

This study aimed to explain the research-based doctoral program in perspective of internationalization of science and technology scenarios. This qualitative research was conducted through semi-structured interviews with 37 key informants including students and alumnus of human and social sciences and engineering, doctoral research-oriented supervisors, executives and experts from the Ministry of Science, Research and Technology in the area of policymakers. Since most recruitment of doctoral research-oriented programs is in research institutions, the sample of the research was selected from institutions affiliated to the Ministry of Science, Research and Technology. The result indicated that the motivation behind developing the program is formed based on the interests of individuals, groups, institutions and political parties in order to dominate quantity-oriented higher education. Overcoming these incentives in the benefit system led to the weakness of teaching and research system and students' perception disorder. Based on the current scenarios, within the matrix scenarios of science and technology in the country, the present situation is more focused introvert. Considering the internationalization of research-based doctoral programs and entry to the global open network, the recommendations were proposed to develop infrastructure and increase research and learning capacity, quality of research-based doctoral programs and its products..
