بهره وری واحدهای آموزشی و پژوهشی در دانشگاههای جامع دولتی ایران

چکیده

به­دلیل کمبود نیروهای متخصص در برهه‌ای از زمان، دانشگاههای متعددی بدون توجه به سطح کیفی جامعه گسترش یافتند و این امر موجب افت کیفیت و متناسب نبودن تعداد دانش­آموختگان با نیاز جامعه شد. امروزه، این کمبودها مرتفع شده و نیاز به کمّیت جای خود را به افزایش کیفیت تحصیلی داده است. در پژوهش حاضر تلاش شده است تا با استفاده از روشی مناسب وضعیت دانشگاههای بزرگ دولتی کشور بر اساس آخرین اطلاعات در دسترس ارزیابی و تحلیل شود. این بررسی با شاخصهای کارایی و بهره‌وری واحدهای آموزشی و پژوهشی 20 دانشگاه مادر در تمام سطوح تحصیلی و اندازه­گیری عوامل مؤثر بر آنها انجام شد و نتایج نشان داد که کارایی دانشگاهها در بخش آموزش نسبت به بخش پژوهش بیشتر است، درحالی­که روند رشد بهره­وری بخش پژوهش مثبت و بخش آموزش منفی است و در شرایط یکسان، بیشتر دانشگاهها به­طور نسبی ناکارا و فقط دانشگاههای شهید بهشتی و تهران در بخشهای آموزش و پژوهش نسبت به سایر دانشگاهها کارا هستند؛ سایر دانشگاهها رشد متوازنی ندارند و اتخاذ مدیریت برنامه‌ریزی راهبردی و ایجاد فضای رقابت برای بهبود بهره‌وری دانشگاهها ضرورت دارد.

چکیده [English]

Because of the shortage of experts in some periods, many universities were established without considering quality. This caused a decline in quality of educational system and a mismatch between numbers of graduates and society's needs. Today, shortages had been overcome and quantity expansion is replaced by needs for quality expansion. This paper attempted   to measure efficiency and productivity of 20 comprehensive public universities in all levels, and determines factors effecting productivity growth such as efficiency change and technological growth. Data envelopment analysis, as an appropriate method to measure efficiency and productivity changes, was used. Results showed that that the efficiency of teaching sector  is better than research sector, whereas productivity change of reaserch sector was positive and teaching sector was negetive. Furthermore,  in an  equal conditions,  most universities were relatively inefficient. Only   Shahid Beheshti  University and University of Tehran were somewhat efficient institutions in both teaching and research. Other universities didn’t have balanced growt . It is necessary  to have  strategic plans and creating a competitive environment in order to increase productivity in Iran's universities.
