چکیده

هدف پژوهش حاضر بررسی الزامات بودجه­ریزی عملیاتی در نظام آموزش­عالی کشور بود. پژوهش مذکور از نظر هدف کاربردی و نوع آن توصیفی - پیمایشی بود. برای بررسی این امر با توجه به ادبیات پژوهش، پنج عامل تأثیرگذار در این امر شامل عوامل مدیریتی، عوامل محیطی، عوامل انسانی، عوامل فنی و فرایندی و عوامل ساختاری شناسایی شدند. بعد از آن با بهره­گیری از نظرهای خبرگان بودجه­ریزی عملیاتی در آموزش­عالی (35 دانشگاه منتخب وزارت علوم، تحقیقات و فناوری) و با استفاده از روش AHP < /span> هر یک از عوامل و زیرشاخصهای آنها بررسی و اولویت­بندی شدند. نتایج نشان داد که از میان عوامل مذکور، عوامل مدیریتی مهم­ترین عامل در استقرار بودجه­ریزی عملیاتی در نظام آموزش­عالی کشور به­شمار می­رود.

چکیده [English]

The purpose of current research was to evaluate the requirements of operational budgeting in Iran's higher education systems. A descriptive survey method was chosen for this study. In order to study this issue, five effective factors were recognized in this area according to the research literature- including managerial, environmental, human, technical and procedural, and structural factors. Then, using the perspectives of experts in the operational budgeting in higher education and AHP method, 35 selected universities affiliated with Ministry of Science Research and Technology were evaluated and prioritized in each factor and sub-factors. Results showed that among these factors, the managerial factor was the most important factors in institutionalizing operational budgeting Iranian in higher education.
