چکیده

برای این که یک کشور یا هر سازمانی بتواند با شرایط محیطی که بسرعت متحول شده و تغییر پیدا می کند، با شیوه های عقلایی و مناسب برخورد کرده و ضمن حل و فصل مسائل مهم و عمده داخلی، در صحنه بین المللی با حضوری فعال به حیات خود ادامه دهد، باید به طرح ریزی استراتژیک پرداخته و برای هر مسأله استراتژیک، استراتژیهای مناسبی را برگزیند. استراتژی ملی هر کشور به طور اصولی طیف وسیعی از استراتژیهای مختلف آن کشور را در زمینه های مختلف از جمله: آموزش، تحقیقات، علم، تکنولوژی، صنعت و غیره در برمی-گیرد. استراتژی ملی، جهتگیریهای کشور را در ابعاد مختلف سیاسی، اقتصادی، اجتماعی، فرهنگی دفاعی، امنیتی و غیره نشان می دهد. تدوین استراتژی در سطح ملی به اطلاعات جامع، گروه طرح ریزی متشکل از متخصصان هر رشته، خواست مسؤولان تراز اول کشور، همکاری مدیریتهای کلان و بسیج ملی برای اجرای موفقیت آمیز آن نیاز دارد. این مقاله سعی دارد اهمیت زیست – فناوری و ضرورت تدوین یک استراتژی ملی برای این فناوری و لزوم همکاری ملی برای رسیدن به اهداف آن را تبیین نماید.

چکیده [English]

Every country or organization must proceed to strategic planning and choose appropriate strategies for any strategic issue in orde. to encounter with rapidly changing environmental conditions in suitable and rational ways and to settle important internal problems and to continue its active presence in international scenes. The national strategy of every country essentially covers a broad spectrum of the country's different strategies in various fields such as:_ education, research, science, technology, industry, etc. National strategies indicate the goals of countries in different political, economical, social, cultural, defensive, security fields and so forth. Preparation of a national strategy needs comprehensive information, a planning group composed of experts of all fields, the will of distinguished officials, cooperation of mass managements and national mobilization for a successful performance. This paper intends to explain the importance of Biotechnology and the need for the preparation of a national strategy for this technology and the necessity of national cooperation in order to achieve its aims.
