چکیده

یکی از معضلات و چالشهای جدی کشور ما در دوران کنونی پدیده مهاجرت نخبگان است. تحلیلها و پژوهشهای بسیاری در زمینه علل و راهکارهای مقابله با این پدیده ارائه شده اند، اما هیچ یک از راهکارهای اجرا شده تاکنون نتوانسته اند در ایران با این پدیده به صورت ریشه ای مقابله کنند. در این مقاله تلاش شده است تا پس از شناسایی عوامل کلیدی اثرگذار بر مهاجرت و ارائه یک مدل دینامیکی در این زمینه، اثر سیاستهای مختلف و نقش آموزش عالی بر این پدیده بررسی شود.

چکیده [English]

One of the most challenging problems in our country is the phenomenon called “elites’ migration”. A lot of research and analysis have been conducted on both the roots and possible solutions for this problem, none of which has had success in annihilating it. This article attempts to survey the effectiveness of different policies and the role of higher education system on the migration phenomenon using System Dynamics’ approach after identifying the key affecting factors.
