چکیده
مدیریت منابع انسانی در پارک‌های علم و فناوری دانشگاهی مسئولیتی حیاتی دارد که به توسعه و پیشرفت این اماکن کمک می‌کند. این مطالعه با هدف ارائه و اعتبارسنجی الگوی آسیب شناسی فرایندهای نظام مدیریت منابع انسانی پارک‌های علم ‌و فناوری دانشگاه‌های شهر تهران صورت گرفت. مطالعۀ حاضر از نظر هدف پژوهش کاربردی- توسعه‌ای و از نظر شیوۀ گردآوری داده‌ها توصیفی-پیمایشی بود. برای دستیابی به هدف از طرح پژوهش آمیخته اکتشافی استفاده شد. جامعۀ مشارکت‌کنندگان بخش کیفی شامل خبرگان، مدیران و کارشناسان منابع انسانی پارک‌های علم و فناوری دانشگاهی شهر تهران بود که 12 نفر با روش نمونه‌گیری هدفمند انتخاب شدند. جامعۀ آماری در بخش کمّی شامل مدیران، معاونان و کارشناسان منابع انسانی پارک‌های علم و فناوری دانشگاهی شهر تهران بود که 96 نفر با روش نمونه‌گیری در دسترس انتخاب شدند. ابزار گردآوری داده‌ها مصاحبۀ نیمه‌ساختارمند و پرسشنامۀ محقق‌ساخته بود. برای تحلیل مصاحبه‌های تخصصی از روش تحلیل مضمون و نرم افزار MAXQDA و در بخش کمّی از روش حداقل مربعات جزئی و نرم‌افزار Smart PLS استفاده شد. یافته‌ها نشان داد که بر اساس این الگو آسیب‌ها در این مدل حاوی یک سطح اصلی است. سطح اصلی آسیب‌های فرایندی است و شامل آسیب‌های استخدام و گزینش منابع انسانی، آموزش منابع انسانی، توسعۀ منابع انسانی، مدیریت عملکرد منابع انسانی، تجزیه و تحلیل مشاغل، آگاهی‌بخشی و ارتقای منابع انسانی و برنامه ریزی منابع انسانی می‌شود. با جستاری در آسیب شناسی صورت‌گرفته می توان استناد کرد که پارک‌های علم ‌و فناوری دانشگاه های شهر تهران درمجموع، با مشکلاتی در مدیریت منابع انسانی دست و پنجه نرم می کنند و به تحول در این بخش از سازمان خود نیاز دارند.

Human resource management (HRM) in academic science and technology parks (STPs) plays a vital role in fostering the growth and advancement of these institutions. This study aimed to develop and validate a pathology model of the HRM system processes in STPs affiliated with universities in Tehran. The present research is applied-developmental in purpose and descriptive-survey in data collection methodology. A mixed-methods exploratory research design was employed to achieve the objectives. The participants of the qualitative part comprised HRM experts, managers, and specialists from Tehran's academic STPs, with 12 individuals selected via purposive sampling. The population of quantitative part included managers, deputy managers, and HRM specialists from these STPs, with 96 participants chosen through convenience sampling. Data collection instruments consisted of semi-structured interviews and a researcher-developed questionnaire. Thematic analysis using MAXQDA software was applied for qualitative interview analysis, while partial least squares (PLS) regression via Smart PLS was utilized for quantitative analysis. Findings revealed that the pathology model comprises one primary level: process-related challenges. These include HRM pathologies in: Recruitment and selection, Training, Development, Performance management, Job analysis, Awareness-building and promotion, HR planning. The study concludes that STPs in Tehran universities face systemic HRM challenges, necessitating organizational transformation in this domain.
