Recent Reforms in Higher Education in Malaysia

In the process of rapid development in Malaysia which has been guided mainly by a succession of "Five Year Plans", human resource development is a critical component of Malasian government's strategic thrust. The higher education has been earmarked to play an important role in the human resource development. Ther is a profound awareness among policy makers and the academia of the need to reform higher education so that the universities can effectively respond to the current global changes that also affect Malaysia. Recent policy changes in the higher education reshapes the academic programs and research activities to meet rapidly changing needs of the country. Corporatisation policy, aims at making the public-owned universities more autonomous and effectively governed, is recently initiated. This policy directs the institutions to minimise bereaucratic constrains and develop a new culture of excellence within all the universities. The Policy enables the universities to exploit their research niches which have relevance to the industry. The concept encourages the institutions to establish science/ technology parks or innovation centers. The National Higher Education Council- established 1996 - is responsible for the planning and formulation of policies and strategies on higher education. The jurisdiction of the Council encompasses both the public and private sector education in Malaysia.
