بررسی توان دانشگاهها در استفاده از مصوبه شورای عالی برنامه ریزی در خصوص واگذاری پاره ای از اختیارات شورا به دانشگاهها

With respect to the Higher Council for Planning regulation dated May 20, 1989, Higher Council for Planning (HCP) agreed to delegate some of its responsibilities in planning of the educational courses to the universities. Three years after the regulation has been passed, the Ministry of Culture and Higher Education decided to examine the effectiveness of the regulation by the Institute for Research and Planning in Higher Education (IRPHE). To fulfil this objective, a study is conducted. The researcher implemented intensive, and survey studies methods in two sequential stages. In the first stage, he employed the intensive study method, and interviewed the head of the 8 planning groups in the Higher Council for Planning using open- ended questions. Then, in the second stage, he applied survey study method, and distributed questionnaires through correspondence with educational vice-presidents of the qualified universities (35 Universities). Finally, the data was analyzed and results dervied from the research showed that from 136 universities only 35 universities were qualified under the H.C.P,. regulation for delegating some of its responsibilities to the universities. And from 35 universities only 17 universities ( almost 49%) used the new responsibilities.
