In an attempt to determine when, how, and why planning has been successful or unsuccessful Dr Sayyari - Vice Minister, Director of the Institute for Research and Planning in Higher Education, and Coordinator of the First and Second Higher Educational Planning analyzes the Second Higher Educational Planning in Iran. The analysis of the Second Higher Educational Planning reveals that-from original formulation through successive modifications to parlimentary presentation-more is known about educational planning, the nature and size of obstacles confronting it, and the means of overcoming them. The study indicates that financial resources influence the country's pattern of educational development. Yet, for an understanding of the process we must consider how the financial structure and planning interact, and the effect of such interaction on educational development. Post revolution planning history reveals that budget constraint plays an important part in the planning process When it makes explfcit the basis and rational of planning policies and measures. The editorial board has been fortunate in having the article published in the Journal.
