This article is a report of the results of research conducted aiming to site selection, development of universities and higher education centers in the Second Development Plan. The paper attempts to predict the extend of development of universities and higher education centers in different provision within the framework of objectives, and long-term policies of the higher education. The research comprises four stages as follows:
stage 1: An overview of all the documents approved by Development Council of the Higher Education and other projects of the first three years of the First Plan (1988-1993) in Iran.
Stage2: Estimating the number of students in higher education sector in the Second Plan within the framework of educational co-efficient regarding group age 18-24, with district and provincial quota of the university students.
Stage 3: Estimating physical facilities required by the students attending university courses in the four major educational fields with regard to individual provinces.
Stage 4: determining the priorities for the establishment of higher education centers in relation to the number of students and the appropriate proportion allocated to each provinces. The results obtained from this research have been published in twenty five volume with regard to the twenty four provinces of the country, by the Institute for Reseach and Planning in Higher Education.
