 The present article analyzes the system of development planning in higher education. The author first explains the concept of development, the system of higher education, and the system of development planning in higher education along with the concepts of input, output, and process. He then analyzes the stages of development planning in higher education, including the compilation of the plan, integration, approval, implementation, and appraisal scheme. The author construes development as the key to the improvement of living conditions for all, and regards the university as a subsystem of the higher education system that is at all times influenced by the social, political, economic, and cultural systems. He views planning as the process of adopting a set of decisions for future actions. The author believes that planning necessitates future orientation, compilation of quantitative and qualitative goals, and coordination among instruments utilized by the policy of development. The article sums up with this notion that the result of planning is a plan.
