چکیده

امروزه آگاهی از نقش و اهمیت نیروی انسانی در فرایند تولید جوامع بشری و مدیریت منابع انسانی به عنوان یکی از کارسازترین عوامل جلوه ­گر و مشخص شده است که در نیم قرن گذشته بخش قابل توجهی از پیشرفت کشورهای توسعه یافته مرهون تحول در انسانی کارآزموده و متخصص آنها بوده است. مقاله «ارائه چهارچوب نظری در خصوص برآورد نیروی انسانی» با عنایت به این مهم در امر مدیریت منابع انسانی به رشته تحریر درآمده است. در این مقاله پس از نظری گذرا بر مفهوم برنامه­ ریزی نیروی انسانی، نگرشها در خصوص برنامه ­ریزی نیروی انسانی بررسی و تعیین می ­شود. آنگاه،  روشهای برنامه­ ریزی و مسائل و تنگناهای برنامه ­ریزی نیروی انسانی مورد تحلیل قرار می­ گیرد. نگارنده در پایان مقاله نیز به اختصار به نتیجه ­گیری از مسائل مطروحه می­ پردازد.

A Conceptual Framework For Manpower Estimation

چکیده [English]

The planners and economists jointly agreed upon the productive capacity of manpower in the process of development of society. Concerning the most important factor producing this development generally, has been labeled as Manpower. 
While recognising a need for a conceptual framework for understanding the notion of manpower and the complicated interrelation of human, will carefully take into account the nature of today's information-rich, culturally diverse and economically integrated world. To this end, the article first deals with the concept of the Human Resources Planning. 
This is follwed with an elaboration of alternative options to planning of manpower. The author then presents the different methods and models of planning with its difficulties and constraints. The article ends up with concluding remarks that the most effective path to the national development of any society lies in the improvement of its human capital.
