D.B.M. has become an essential tool for the policy makers and planners in all sectors. Higher education institutions are major- sectors, whose cooperations with other are vital in terms of manpower planning. Knowledge of DBM is necesssary for Higher Education Administrators. The conceptual framework of DBM, its place at the university level; the administration of DBM, data collection methods, quality and quantity of data, costs and equipments required for planning in Higher Education are discussed in this article.
