The Present article delineates the experiences and lessons learned in planning from the First Plan (1988-1993) in Higher education. The Paper is divided into three main parts. In the opening parts of the paper , where the context and rationale are being sketched out, the author presents a review of stages of the planning with its ingredients including the design, integration, approval, execution and finally the supervision and evaluation of the plan are specified. The seco􀀠d part of article attempts to give an overview of what has really been occured ·during the First Plan in Higher Education with especial reference to its difficulties and constraints. In the third part, the author describes the experiences and lessons learned from the First Plan in planning of higher education. This is followed by concluding remarks and some suggestions regarding to improvement of the development planning especially for the Second Plan in Higher Education.
