اکوسیستم توسعه دانش بنیان و اشتغال دانش آموختگان آموزش عالی

چکیده

اشتغال دانش­ آموختگان آموزش عالی «ادآ» در ایران مطلوب نیست. سیاستگذاران و مجریان برنامه‌های اقتصادی این مسئله را به عرضه بیش از اندازه و بی کیفیتی دانش­ آموختگان دانشگاه‌ها نسبت می‌دهند؛ در مقابل، سیاستگذاران و مجریان برنامه‌های آموزش عالی این مسئله را ناشی از پایین بودن تقاضای اقتصاد ایران برای دانش­ آموختگان آموزش عالی می ­دانند. هر چند هر دو استدلال درست است، اما به نظر می­ رسد که مسئله "ادآ" در ایران فراتر از آن است و به سطح توسعه دانش ­بنیان در اقتصاد ایران مربوط می‌شود. توسعه دانش ­بنیان اقتصاد نیازمند شکل­ گیری اکوسیستم توسعه دانش­ بنیان است. بنابراین، هدف این مطالعه تحلیل نظری و تجربی اثر «اکوسیستم توسعه دانش ­بنیان » بر «توسعه ادآ» بود. برای تحلیل تجربی از داده‌های پنل کشورها و روش «مدلسازی معادلات ساختاری جزئی» استفاده شد. یافته‌های تحقیق نشان داد که اکوسیستم‌های سازنده اکوسیستم توسعه دانش ­بنیان و مؤلفه‌های اصلی «زیست ­بوم توسعه دانش ­بنیان» به­ طور مستقیم و غیرمستقیم به توسعه «ادآ» کمک می­ کنند. از یافته‌های تحقیق به این نتیجه می‌توان دست یافت که توسعه «ادآ» در یک اقتصاد در حال توسعه‌ای مانند ایران نیازمند ساخت اکوسیستم توسعه دانش ­بنیان در آن اقتصاد است.

چکیده [English]

The employment of higher education graduates (EHEG) in Iran is not desirable. Policymakers and executives of economic programs attribute this to the oversupply and poor quality of university graduates.  On the other hand, policymakers and implementers of higher education programs attribute this to the low demand of the Iranian economy for higher education graduates. Although both arguments are correct; however, it seems that the issue of EHEG in Iran goes beyond that and is related to the level of knowledge-based development in Iran's economy. Knowledge-based development of the economy requires the formation of a knowledge-based development ecosystem. Therefore, the purpose of this article is to theoretically and empirically analyze the effect of "knowledge-based development ecosystem" on” EHEG development". The findings of this research showed that the ecosystems that make up the knowledge-based development ecosystem and the main components of the "knowledge-based development ecosystem" directly and indirectly contribute to the development of "EDA". From the findings of the research, it can be concluded that the development of "EDA" in a developing economy like Iran requires the construction of a knowledge-based development ecosystem in the economy.
