راهبردها و راهکارهای اجرایی برای تنوع‌بخشی منابع مالی مؤسسات آموزش عالی و پژوهشی با تأکید بر منابع غیردولتی

چکیده
رشد تقاضای اجتماعی آموزش عالی و لزوم امکان دسترسی یکسان و عادلانه به آن برای متقاضیان ورود به دانشگاه‌ها، افزایش مسئولیت‌های اجتماعی و تغییر کارکردهای دانشگاه‌ها، روند شتابان جهانی‌سازی و به‌تبع آن بین‌المللی شدن آموزش عالی، اهمیت پژوهش و توسعه دانش‌های بنیادی، محدودیت‌های بودجه‌ای دولت‌ها در تأمین مالی دانشگاه‌ها، مجموعه عواملی هستند که تنوع‌بخشی به منابع مالی آموزش عالی در سراسر جهان را به‌صورت فزاینده‌ای متأثر ساخته‌اند. بدیهی است که وابستگی بودجه‌ای بر استقلال دانشگاه‌ها تأثیر داشته است. از طرفی، نوسانات بودجه دولتی که عمدتاً به‌دلیل تغییرات نرخ ارز و اعمال تحریم‌ها و کاهش قیمت نفت اتفاق می‌افتد، بودجه آموزش عالی را ناپایدار و آسیب‌پذیر می‌کند. با این استدلال، بازتعریف منابع مالی آموزش عالی و شناسایی منابعی که پایدار است، بسیار اهمیت دارد. در این‌پژوهش پس از شناخت وضعیت موجود منابع مالی دانشگاه‌ها و بررسی مبانی و پیشینه تحقیق، با جمع‌آوری نظرهای خبرگان و مدیران اجرایی دانشگاه‌ها عمده منابع مالی نوین در دانشگاه‌های ایران استخراج و میزان اثربخشی (ظرفیت‌سازی) راهبردهای اجرایی تنوع‌بخشی به‌منابع آموزش عالی تجزیه و تحلیل شد. این‌ پژوهش از نوع توصیفی- پیمایشی و از نظر هدف کاربردی بود. جامعه آماری شامل دانشگاه‌ها، مؤسسات پژوهشی و پارک‌های علم و فناوری وابسته به وزارت علوم، تحقیقات و فناوری و نمونه‌های مورد مطالعه شامل 30 دانشگاه، 7 مؤسسه پژوهشی و 7 پارک علم و فناوری و مشتمل بر 142 پرسشنامه بود. گویه‌های پرسشنامه به‌راهکارهای پیشنهادی اختصاص یافت و با توجه به ماهیت آنها به سه زیرمقیاس پژوهشی، آموزشی و اداری-مالی دسته‌بندی شدند. برای سنجش میزان پایایی پرسشنامه‌ها از آلفای کرونباخ استفاده شد که مقدار آن 848/0 به‌دست آمد. نتایج نشان داد که در میان راهکارهای اجرایی در حوزه اداری و مالی، استفاده حداکثری از ظرفیت‌های قانونی در تبصره‌های بودجه، گسترش و تنوع‌بخشی به فعالیت‌های خیران و توسعه بنیادهای نیکوکاری دانشگاهی از مؤثرترین راهکارهای تنوع‌بخشی منابع درآمدی در دانشگاه‌ها، مؤسسات پژوهشی و پارک‌های علم و فناوری است. همچنین کارشناسان حوزه آموزش عالی با توجه به ظرفیت‌های موجود از جمله اعضای هیئت علمی در اختیار، تعداد دانشجویان تحصیلات تکمیلی، مأموریت‌های محول شده، امکانات فیزیکی، قرار گرفتن در موقعیت جغرافیایی خاص و بودجه تخصیص یافته، اثربخشی به­ کارگیری راهکارهای تأمین منابع مالی مبتنی بر انعقاد طرح‌های پژوهشی با صنایع و سایر دستگاه‌های اجرایی در خصوص تأمین خدمات برتر و تقویت اقتصاد دانش­بنیان و تحقق اهداف «جهش تولید» در کشور را نسبت به سایر راهبردها بیشتر می‌دانند.

The administrative strategies and tactics for diversification of funding sources in research and higher education institutes with emphasis on non-public sources

چکیده English

In this study, after recognizing the current situation of financial resources of universities and reviewing the literature, the major new financial resources in Iranian universities were extracted by collecting the experts and administrators’ opinions. In addition, the effectiveness of administrative strategies for the diversification of higher education resources was analyzed. This study was an applied and descriptive-survey research. The statistical population included universities, research institutes, and science and technology parks affiliated with Ministry of Science, Research and Technology. The study sample was comprised of 30 universities, 7 research institutes, and 7 science and technology parks. A total of 142 questionnaires were completed by respondents. Cronbach's alpha was used to measure the reliability of the questionnaire (α =. /848). Questionnaire items were assigned to the proposed tactics, and according to their nature were classified into three subscales: research, teaching and administrative-financial. The results showed that among the administrative and financial strategies, the efficient use of legal capacity in budget notes, expansion, and diversification of charitable activities and development of educational charitable organizations are the most effective strategies for diversifying sources of income for universities, research institutes, and science and technology parks. Furthermore, due to  the existing capacities such as faculty members, the number of graduate students, assigned missions, physical facilities, being in a specific geographical location, and allocated budget, the experts consider using financial resources tactics  based on industry-based academic research projects in order to provide superior services and strengthen the knowledge-based economy and achieve the goals of "leap in production" in the country,  more effective than other strategies in the field of research and technology.
