رهبری و مدیریت در بین‌المللی‌سازی آموزش عالی

چکیده

امروزه، توجه روزافزون به موضوع بین ­المللی ­سازی مؤسسات آموزش ­عالی ذهن رهبران و حاکمان کشورها را مشغول کرده است. در این خصوص، بین ­المللی­ سازی آموزش ­عالی و مدیریت مؤثر آن فرایندی برای پاسخگویی به چالشهای بر آمده از جهانی شدن است. هدف این پژوهش معرفی مختصر مفهومبین­ المللی­ سازی و جهانی شدن آموزش ­عالی و وجوه تمایز آنها و همچنین بررسی رهبری و مدیریت مؤثر برای بین‌المللی­ سازی در عرصه آموزش ­عالی و وجوه متمایز آن بود. علاوه بر این، وضعیت رهبری و مدیریت بین­ المللی­ سازی آموزش­ عالی ایران نیز شناسایی شد. برای دستیابی به اهداف این پژوهش از روش کیفی از طریق بررسی پایگاههای علمی اینترنتی، منابع اطلاعاتی، گزارشها و مصاحبه ­های نیمه ساختاری با دست ­اندرکاران اجرایی بین­ المللی دانشگاه آزاد اسلامی استفاده شد. برای تحلیل اطلاعات از روش توصیفی و تحلیلی استفاده شد. نتایج تحقیق نشان داد که بین تعاریف بین المللی ­سازی و جهانی شدن در آموز ش­عالی وجه متمایز روشنی وجود دارد و برای رسیدن به سطح مطلوب بین المللی­ سازی آموزش ­عالی چهار حیطه اصلی باید مدیریت و رهبری شوند که شامل مطالعه تحلیلی محیط، توسعه برنامه راهبردی منسجم و هدفدار،  پیاده سازی و سازماندهی زیرساختها و رصد و ارزیابی پیوسته و مؤثر. در کشور ایران به نظر می ­رسد با تکیه بر رهبری و مدیریت مؤثر، برنامه ­ریزی استراتژیک و اجرای فعالیتهای مستمر و مرتبط با برنامه، آینده بین­ المللی شدن آموزش ­عالی به­ طور بالقوه امیدوار کننده است.

چکیده [English]

Today, the increasing attention to the issue of the internationalization of higher education institutions has occupied the minds of nations' leaders. In this regard, the internationalization of higher education and its effective management is a process to respond to the challenges of globalization. The purpose of this research was to give a brief introduction to the concept of internationalization and globalization and their distinctive features. Moreover, effective leadership and management for internationalization in the field of higher education were identified. In order to achieve the goals of this research, a qualitative research design was used to examine internet scientific information sources, information sources, reports, and semi- structured interviews with international executives of Islamic Azad University. For data analysis, descriptive and analytical methods were utilized. The results of the research showed that there are clear distinctions between the definitions of internationalization and globalization in higher education. In order to achieve the desired level of internationalization of higher education, four main areas should be managed and led including environmental analysis, development of a coherent and targeted strategic plan, implementation and organization of infrastructures and continuous and effective monitoring and evaluation.  It seems that relying on the effective leadership and management, strategic planning and the implementation of continuous and plan related activities, the future of internationalization of higher education is potentially promising in Iran.
