آمایش آموزش عالی در پهنه جغرافیایی کشور

چکیده

امروزه، دانشگاهها به­عنوان یکی از مهم­ترین نهادهای «مکان محور» مورد توجه برنامه­ریزان‌ شهری قرار گرفته­اند و این خرد جمعی ایجاد شده است که برای دستیابی به تعادل منطقه­ای و استفاده منطقی از امکانات و قابلیتهای منطقه لازم است بیش از همیشه به نحوۀ استقرار و تراکم آموزش­عالی در منطقه تأکید و در بازنگری محتوای برنامه­های آموزشی دانشگاهها و کاربردی ساختن دوره­های آموزشی متناسب با ظرفیتهای منطقه­ای و جغرافیایی اهتمام شود. هدف از این مطالعه بررسی نقش آموزش­عالی در توسعه استانهای کشور با استفاده از مدلهای تحلیل عاملی و ضریب توسعه یافتگی موریس و ارزیابی عملکرد دانشگاهها و مراکز آموزش­عالی در توسعه بخشهای اقتصادی 31 استان کشور بود. نتایج تحقیق نشان داد که با افزایش تعداد مراکز آموزش­عالی، دسترسی مناطق به زیرساختهای شهری، اجتماعی ـ اقتصادی و فرهنگی بیشتر شده است و مناطق از توسعه یافتگی بیشتری برخوردار شده­اند. اما به­دلیل نبود برنامه‌ریزیهای آمایشی در کلان کشور و به­خصوص در نظام آموزش­عالی، عمدتاً کارکردهای دانشگاهها منتزع از فعالیتهای بخشهای اجتماعی ـ اقتصادی مناطق بوده است و آنها نتوانسته­اند در تأمین
نیروی­انسانی متخصص شاغل در بخشهای مختلف اقتصادی، به­ویژه بخش کشاورزی نقش مؤثری داشته باشند.

چکیده [English]

Universities have been considered by city planners as one of the most important location-based institutions.  There is consensus created that to achieve regional balance and rational use of the features and capabilities of the region, it is necessary to focus on how to deploy and congest higher education in the region. There should be a special efforts made in revising the content of educational programs and making them practically appropriate for regional potentials. The purpose of this study was to examine the role of higher education in the development of the country's provinces by using Maurice's factor analysis and development coefficient models to evaluate the performance of universities and higher education centers in the economic development of the country's 31 provinces.The results showed that with the increasing number of higher education institutions, regional access to the urban, socio-economic and cultural infrastructure had increased.  But, due to lack of country wide spatial planning, particularly in the higher education system, university functions is isolated from socio-economic activities of regions and could not play an important role in providing human resource specialists working in various economic sectors specifically for agriculture.
