Trend of using E-Learning in higher education is increasing. Payame Noor University like many other universities is going to use and develop E-learning. The Purpose of this research was to identify and analyze the barriers and inhibitor factors in implementation and development of E-Learning in Payame Noor University of Ardebil Province from faculties' viewpoint. A descriptive-correlation survey approach was used in this study. To collect data, a questionnaire as the research tool was used. Statistical population was all full time faculty members and invited instructors in Ardebil’s Payame Noor University. A sample of 160 instructors from was selected using random sampling method. Findings revealed identification of seven factors as the barriers for implementation and development of E-learning including incompatibility of method and content, barriers related to access-skill, attitude, culture, credit and incentive, infrastructure, and incorporation of E-learning into the traditional educational system. These factors explained 61.8% of the total variance of variables of barriers for E-learning.
