If we consider 11culture" as a background for other activities in the society, naturally, admission & generalization of the culture of participation, in the university level, is an ideal & inevitable fact. On the other hand, explaining participation and it's culture in universities and higher education institutes is directly linked to its managment. In this respect, this essay is. a review of mechanisms of expanding culture of participation in the universities.
