Abstract
Much effort is being expended to prepare higher education, world wide, to respond proactively to the challenges posed to it by the changes besetting almost all aspects of our social and individual lives. Goverance, quality, and control in higher education have been on top of the list of the subjects receiving much attention. In line with the trend, this paper aims at exploring the pattern of control in higher education in Iran. The models the government have used to control the state higher ]earning institutions are analyzed within the conceptual fram work advanced by Aston Group. It is found that the control system has been oscillating between personnel and full bureaucracies to the detriment of effective functioning of effective functioning of the state institutions of the state institutions of higher learning in Iran. It is pointed out that making full use of the highe potentials hidden in these institutions requires a hasty but proper reconsideration of the control system which have inflicted upon Iranian higher education thus far. by: H.
