Abstract
The present study is a response to the invitation by the Institute for Research and Planning in Higher Education extended to university faculty members to conduct research in order to produce theoretical frameworks as practical guidelines for the advancement of the country's higher education system. This article presents a summary of the results of research on determining student capacity through the use of mathematical models. It aims at calculating those admitted to higher education, separated on education, separated on the basis of the development plan years, taking into consideration such variables as adaptation to the first and second higher education development plans with regard to the rate of physical use; student-instructor ratio; per capita; dropout rate; educational opportunities and instructional aid; attention to deprived and developing regions; future development plans; student service facilities; and development of master1s and doctoral level education. The result of such optimal model can be a sample get effective management tool in the higher education development sector. It is strongly recommended as a tool in determining the capacity of student admissions.
