A Conceptual Framework For Manpower Estimation

Abstract
The planners and economists jointly agreed upon the productive capacity of manpower in the process of development of society. Concerning the most important factor producing this development generally, has been labeled as Manpower. 
While recognising a need for a conceptual framework for understanding the notion of manpower and the complicated interrelation of human, will carefully take into account the nature of today's information-rich, culturally diverse and economically integrated world. To this end, the article first deals with the concept of the Human Resources Planning. 
This is follwed with an elaboration of alternative options to planning of manpower. The author then presents the different methods and models of planning with its difficulties and constraints. The article ends up with concluding remarks that the most effective path to the national development of any society lies in the improvement of its human capital.
