Abstract
This research sought to provi.de a model for university's site-selection in which is essential for establishment in higher education. Framed in this context, the first section of paper addresses the importance of Location planning for setting up a university with respect to: educational criteria, institutional accountability, diversity of opportunities, expanded access and national and regi.onal attributes. The second part of article examines a case study in pursuing for establishment of Teacher Training University in Fars Province. The third part elaborates how the case study is conducted. Orerall, by consi.dering the model, support was found for general classification and selection of a site ( a city) for establishment of Teacher Training University in Fars Province.
