Abstract
This a 1ticle is an attempt to cla,ify a national innovation system and discusses two national and theoretical problems while analyzing the controling method of the proposed system. The main piupose fallowed in this article is to provide the decision-makers with an effective method to determine an optimized .,ystem, strategy. In this regard, knowledge, technology and capital goods a re considered as state variables while market stntctures, fi,m size, expected profit of the institutes and Jinns, as well as human capital wages, are taken as control va,iables. Moreover, the maximum utility of the consumers is defined as the control CJitenon in the article. Compa,ing the proposed pattern with the situation in Iran, this a,ticle concludes that the national innovation system, has not yet been f 01med in Iran.
