Abstract
The purpose of the second phase of this study was to identify all equivalent programs in higher eduation approved by state Organization for Administration & Employment Affairs(SOEA). The most important indicators through the use of questionnaire endorsed by the Institute for Research & Planning in Higher Education were as follows: Teaching staff, academic field of study, policy of admission, total enrolment, student distribution at national level, current & capital expenditure and distribution by level of education. To this end , a questionnaire was administered to all ministries and state organizations. The findings indicated that a total of 108807 students are studying at equivalant programs at the different levels (A.A. , B.A., B.S.,M.A.,MS.,) at the ministries and state organizations till 1995 in Iran.
