Trends of planning in the Public Higher Education Since the Establishment of Dar-ol-Fonoon (Polytechnic) 1850 to 1979

Abstract
This article is allocated to the review of the trends of Public Higher Education Planning since the establishment of Dar-ol-fonoon in 1850 to the victory of the Islamic revolution in Iran in 1979. In the beginning, the auther briefly presents a definition of the planning system, educational planning and higher education planning. He then specifies the three stages (a. before 1920 b. between 1920, to 1940, c. 1940 to 1979) of planning in the years 1850 to 1979 for Higher Education. These stages provide an analytical framework for describing the manifest characteristics and functions of each stage on the basis of scholars' thoughts, existing documents and the personal experiences of the author. 
In the final section, the author suggests some recommendations concerning the most important policies of planning in higher education.
