Considering the importance of scientific-applied training from different aspects and increasing high school and university graduates, one of the most important issue at the present time for the government of I. R. of Iran is employment. In recent years, there has been a 61 cat movement toward a more applicable training system to cope with dynamic and rapid changes at the national and global levels. However, it seems there are several problems such as disharmony between training and economic plans, the lack of lawful system of scientificapplied training, the lack of policies and strategies for software and hardware facilities and equipments, and finally the lack of comprehensive training program which have made the scientificapplied training system of the country inefficient and ineffective. In this paper the aim is to conseptualize a model that views this issue with a systematic and process approaches.
