چکیده

این مقاله مروری بر تجارب برنامه ­ریزی آموزش­ عالی در برنامه اول توسعه اقتصادی، اجتماعی و فرهنگی جمهوری اسلامی ایران داشته و به بررسی مراحل برنامه­ ریزی توسعه آموزش عالی پرداخته است. نگارنده نخست مراحل طراحی، سازماندهی، عملکرد گذشته و وضع موجود، تدوین هدفها و سیاستها و راهبردهای برنامه را تحلیل نموده است. سپس به تبیین چگونگی تدوین برنامه اجرائی، تلفیق و تصویب برنامه و نظام نظارت و ارزیابی آن اهتمام ورزیده است. در پایان مقاله، نگارنده با عنایت، به تجارب و واقعیتهای برنامه اول، به توصیه ­های کاربردی در خصوص طراحی و تدوین برنامه ­ها، بالاخص در برنامه دوم پرداخته است.

An Economic Appraisal of the Wages and Salaries of the Universities Faculty Members in Iran During 1983-1998/1362-1377 A.H (the Case of Mazandaran University)

چکیده [English]

The Present article delineates the experiences and lessons learned in planning from the First Plan (1988-1993) in Higher education. The Paper is divided into three main parts. In the opening parts of the paper , where the context and rationale are being sketched out, the author presents a review of stages of the planning with its ingredients including the design, integration, approval, execution and finally the supervision and evaluation of the plan are specified. The seco􀀠d part of article attempts to give an overview of what has really been occured ·during the First Plan in Higher Education with especial reference to its difficulties and constraints. In the third part, the author describes the experiences and lessons learned from the First Plan in planning of higher education. This is followed by concluding remarks and some suggestions regarding to improvement of the development planning especially for the Second Plan in Higher Education.
