اندازه گیری شاخصهای نوع اول و دوم عدم تطبیق مهارت در ایران

چکیده

عدم تطبیق مهارت اصطلاح فراگیری است که به انواع مختلف نبود تعادل بین ارائه مهارت و نیاز به مهارت در بازار کار اشاره دارد. در این مقاله شاخصهای نوع اول و دوم عدم تطبیق مهارت (KILM 15a, KILM 15b) که در سال 2014 در شمار شاخصهای کلیدی بازار کار قرار گرفته­اند، محاسبه شد. روش پژوهش رویکرد سازمان بین­المللی کار بود. به­منظور محاسبه شاخص از داده­های موجود در طرح آمارگیری نیروی کار از بهار سال 1384 تا بهار سال 1391 استفاده شد. بنا بر نتایج تحقیق، زنان و جوانان نسبت به بزرگسالان بیشتر در معرض عدم تطبیق نوع اول قرار دارند. همچنین برای تمام گروهها به تفکیک سن و جنسیت آموزش کمتر از اندازه کاهش یافته است، در حالی که آموزش بیش از اندازه به­ویژه برای جوانان(افراد 15 تا 29 ساله) طی دوره مورد بررسی روند افزایشی را نشان می­دهد.

چکیده [English]

Skills Mismatch is an encompassing term which refers to various types of imbalances between skills offered and skills needed in the labor market. In this article, indicators of primary and secondary Skills Mismatch (KILM 15a, KILM 15b) that in 2014 were considered the key indicators of Labor Market are calculated. The research method used in this article was the same approach used by the International Labor Market. For the purpose of calculating existing index information in the Labor Force Survey during 2006:Q1 to 2013:Q1 were used. According to the research results, women and young people are more vulnerable than adults in the first type mismatch. Moreover, for all groups' education was decreased by age and gender during the period under review, whereas over education showed an excessive increase, especially for individuals aged 15-29.
