ارزیابی بهره وری اطلاعاتی نظام دانشگاهی کشور مبتنی بر سیاست اشتراک منابع اطلاعاتی

چکیده
عصر اطلاعات و سرعت تولید دانش و به تبع آن منابع اطلاعات، مانع از مالکیت همه منابع از سوی هر یک از کاربران می شود، ضمن اینکه تبدیل شدن اطلاعات به کالاو هزینه بالای تهیه آن بر مشکلات نهادهای تأمین کننده اطلاعات می افزاید، از این رو مهمترین راهکار بهره مند شدن همه کاربران از منابع اطلاعاتی، اشتراک منابع و امکان دسترسی همگان به منابع می باشد، این سیاست طی سه سال گذشته در قالب «طرح تأمین مدرک علمی» در بین دانشگاهها و مؤسسات تحت پوشش وزارت علوم، تحقیقات و فناوری و با هدف نهادینه ساختن فرهنگ مشارکت دانشگاهی، افزایش بهره وری اطلاعات وهزینه کرد بهینه منابع محدود مالی به مرحله اجرا گذاشته شد. در این مقاله با بررسی پیشینه اجرای طرح، نتایج حاصل از طرح تحقیقاتی ارزیابی طرح تأمین مدرک و راهکارهای بهبود آن مورد بررسی قرار گرفته و با تبیین نقاط ضعف و قوت آن، راهبردهای بهسازی طرح در جهت بهره وری اطلاعاتی نظام دانشگاهی مورد توجه قرار می گیرد.

چکیده [English]
The new informatioff age and the rapid speed of knowledge and information resource production is the main reason of why the organizations can't supply and posses all of the required resources. It must be noted that information nature has been changed to be an expensive good and it dramatically influences on library acquisition policies, today. Recently, the national 3-year project called "Document Supply Project11 , has passed its test period. This project has been based on universities' information resource sharing and it is necessary to decide about its development for future years. this paper evaluates the main aspects of the D. S.P and how it has influenced on the information productivity in Iran and suggests the key notes of planning for foture development and extension of this idea for national-wide progresses.
