توسعه آموزشهای علمی – کاربردی: مفهوم، جایگاه و مدل مفهومی

چکیده
نظر به اهمیت آموزشهای علمی – کاربردی از جهات مختلف و افزایش تحصیل کردگان دبیرستانی و دانشگاهی، یکی از مهمترین مسائل دولت جمهوری اسلامی ایران در حال حاضر، مسأله اشتغال، بویژه اشتغال تحصیل کردگان دبیرستانی و دانشگاهی است. از این رو در سالهای اخیر، حرکت وسیعی در جهت بکارگیری آموزشهای علمی – کاربردی به منظور مواجه با این مسأله و نیز تغییرات سریع و یا در سطح ملی و جهانی صورت گرفته است. لیکن، به نظر
می رسد ناهماهنگی این نوع آموزشها با برنامه های توسعه اقتصادی کشور، فقدان قانون نظام آموزشهای علمی – کاربردی، مدون نبودن سیاستها و راهبردها در زمینه امکانات سخت-افزاری و نرم افزاری و پراکندگی و فقدان یک برنامه جامعه آموزشی، موجب نارساییهایی در سیستم آموزش علمی- کاربردی کشور شده است. در مقاله حاضر هدف آن است تا ضمن اشاره کلی بر زمینه هایی چون نیروی انسانی، اشتغال و آموزشهای علمی – کاربردی به اهمیت موضوع پرداخته و با توجه به جایگاه آموزشهای علمی – کاربردی، مدلی مفهومی در این رابطه ارائه نمود.

Considering the importance of scientific-applied training from different aspects and increasing high school and university graduates, one of the most important issue at the present time for the government of I. R. of Iran is employment. In recent years, there has been a 61 cat movement toward a more applicable training system to cope with dynamic and rapid changes at the national and global levels. However, it seems there are several problems such as disharmony between training and economic plans, the lack of lawful system of scientificapplied training, the lack of policies and strategies for software and hardware facilities and equipments, and finally the lack of comprehensive training program which have made the scientificapplied training system of the country inefficient and ineffective. In this paper the aim is to conseptualize a model that views this issue with a systematic and process approaches.
